U.S. Naval Surgeon G. S. Thompson, who helped organize the San Diego
Museum and the Zoological Society of San Diego, came out with a novel idea on
June 20. "The one legal ground that a private museum corporation has that will
permit it to occupy city-owned buildings in a public park is that the museum
authorities maintain exhibits that will be free, i.e., without admission charges, and
open at all times to the public."
