HCOB: Repair List For Treatment From Psychiatrists, Psychologists and Psychoananalysts PDF Print E-mail
Scientiatry®
Scientology claims to have the technology to repair psychological damage caused by psychiatrists, psychologists and psychoanalysts.

This list of questions is designed to isolate and address the specific areas of so-called damage.  The auditor asks the former psych patient (preclear) these questions while looking for reactions on the E-Meter. Reading questions are taken up with the preclear   according to instructions given on the list.

This is a prepared list for persons now in Scientology who formerly received treatment from a psychiatrist, psychologist and/or psychoanalyst.

Such persons have been subjected to false data, invalidation, evaluation, drugs or other damaging abuses.2

This repair list is used to locate and handle bypassed charge3 connected with the treatment so that the person can make lasting gains in Dianetics and Scientology processing.

ILLEGAL PCs

This list does not set aside or modify policy on illegal pcs, as given in HCO PL 6 Dec. 76RB, ILLEGAL PCs, ACCEPTANCE OF, HIGH CRIME PL. The extent of the pc's psych treatment must be determined and clearance given by HCO before any auditing may be begun. If the pc is an illegal pc per HCO PL 6 Dec. 76RB, the person must not be audited on this list or on any other auditing.

While the pc is being audited on the list, it may be discovered that he or she actually had more extensive treatment in this lifetime than was at first reported, and that the pc is in fact an illegal pc. If this occurs, the C/S for that session is completed, the auditing is discontinued and the pc is handled per HCO PL 6 Dec. 76RB.

USE OF THE REPAIR LIST
[...]

The questions are asked with a prefix appropriate to the treatment the pc has had, such as " IN PSYCHIATRIC TREATMENT . . . ?" or "IN PSYCHOANALYSIS . . . ?"
When the pc has had all available BPC on his psychiatric, psychological or psychoanalytic treatment found and handled to F/N and VGIs , and the list has been taken to an F/Ning assessment, the action is complete.

The pc's case programing should include the Expanded Green Form 404 as well as New Era Dianetics (for those pcs not yet Clear) addressed to the treatment he has received. HCOB 24 September 1989 Repair List For Treatment From Psychiatrists, Psychologists and Psychoanalysts
1 Illegal PCs (preclears) include anyone:
2. Who has an extensive institutional or psychiatric history which includes heavy drugs, shocks of various kinds and/or so-called psychiatric brain operations.

By "institutional history" is meant having been knowingly or unknowingly given treatment as described in (2) above in a public or private institution for the insane, a psychiatric ward in a hospital, a psychiatrist's, psychologist's or other mental practitioner's clinic or office or a mental health center.
— L. Ron Hubbard
HCO PL 6 December 1976RB Illegal PCs, Acceptance Of High Crime PL
The above policy letter makes it a serious ethics offense for technical personnel to accept such preclears for processing.  Applicants with such histories must obtain clearance from the office of the Senior Case Supervisor International. Even if approved, they are thereafter subject to refusal of service by any organization on the basis of their psych history, regardless of any Scientology "repair" actions, such as this list.

2 The Auditor's Code prohibits auditors from invalidating their pc's case or gains, and from telling them what to think about their case.  These prohibitions obscure the fact that Hubbard's technical material is riddled with invalidation and evaluation and false data about the mind and spirit.

3 BY-PASSED CHARGE, 1 . mental energy or mass that has been restimulated in some way in an individual, and that is either partially or wholly unknown to that individual and so is capable of affecting him adversely. (Scn AD) 2 . when one gets a lock, a lower earlier incident restimulates. That is BPC. It isn’t the auditor by-passing it. One handled later charge that restimulated earlier charge. That is BPC (tech of ‘62), and that is all that the term means. (HCOB 10 Jun 72 I) 3 . reactive charge that has been by-passed (restimulated but overlooked by both pc and auditor). (BCR, p. 21) Abbr. BPC.

4 Expanded Green Form 40 is a prepared list of questions designed to address the reasons why cases are resistive to Dianetics and Scientology auditing.

5 This list has 97 questions. I have omitted most of the auditor instructions associated with the questions because of the extensive Scientologese.  However the auditor compels full disclosure on all questions taken up. There is no effort in auditing to test preclear's memories or information about their experiences — this is strictly forbidden by the auditor's code as being "evaluative" or "invalidative."
