This report covers a 2003 briefing to International Association of Scientologists (IAS) and shows how Scientology directs its considerable intelligence apparatus to subvert society through their "human rights" and "social betterment" programs.

It is absolutely no coincidence that greater numbers moving up The Bridge is paralleled by unprecedented steps forward in making our presence felt across all of society," said Mr. David Miscavige, Chairman of the Board RTC, introducing the International Association of Scientologists (IAS) Patrons Ball and an evening of 4th dynamic wins. "Look behind those 'dones' you have seen in previous years. Look close and you'll find some one. They didn't 'just happen.' Some one or ones had to decide to do something and then DID. That's OT.
"Our numbers may yet be small. But in combination with the IAS — and what it lets us bring to bear — we are creating a momentum that is rapidly becoming irresistible."
With that began an evening of major victories and accomplishments.

WINS IN THE LEGAL ARENA
The first speaker was Mr. Mike Rinder, who briefed passengers on legal and human rights accomplishments gained through Scientologists' support of the IAS. "Our mission of global salvage requires dedication and persistence on a given course," he said. "Our victories are not won overnight — but no matter how long it takes, we do always win. We use every channel and bring others on board to help us carry the torch for freedom."
Mr. Rinder then covered Germany, about which we have been educating US officials for over a decade on violations of human rights on German soil.
Among them is US Congresswoman Ileana Ros-Lehtinen of Florida. As chairperson of the International Operations and Human Rights Subcommittee, she held a congressional hearing into religious intolerance in Germany and France. After hearing testimony from Catherine Bell and Isaac Hayes, the Congresswoman wanted to know more about Scientology and traveled to Los Angeles, touring our churches and ABLE International and commending the church for "incredible service to the community, including the saving of lives through drug rehabilitation."
That's not all. She has now drafted a bill to be introduced into the United States Congress known as the "Trans-Atlantic Religious Protection Act." This will penalize European governments that discriminate against US-based institutions and companies and give real teeth to the United States' commitment to religious freedom across Europe.
In Germany itself, we had key breakthroughs, such as an important lawsuit won when the Federal Labor Court fully recognized our religious nature and ruled that Church staff "are seeking idealistic purposes and spiritual perfection through the teachings of Scientology." And with that, they threw out the lawsuit.
Then there was this, also from Germany. In a precedent-setting decision, the German Federal Tax Court in Cologne ruled in favor of SMI and I HELP, ordering the government to abide by their tax treaty obligations, recognizing both organizations as tax-exempt, retroactive to 1994. With that ruling, the German government started issuing exemption letters earlier this year.
But, as we pointed out to the German government, Church of Scientology International should also be exempt in Germany. That had real flap potential and they knew it. But, caught in a bad spot, they caved in, granted the exemption — and found themselves in the eye of a media hurricane all across Germany.
"And while they licked their wounds in defeat," Mr. Rinder said, "the Federal Republic of Germany has now paid us more than $275,000, with another $75,000 on its way. Now that's getting the flow going in the right direction from the German government!"
BEACHHEAD FOR EUROPEAN HUMAN RIGHTS
"The German capitulation is a clear signal of things to come," Mr. Rinder said, "but there are many other actions we are taking at the highest levels, to create an environment across the European continent where our orgs can set man free without distractions. As with so many of our victories, it all begins with education: not only about who we are, what we stand for and what we do, but about true human rights for everyone."
Continuing, he said that there is another point of major strategic importance on the fourth dynamic: establishing our lines into the heart of the world's most influential and powerful government center.
Today, the most powerful government in Europe is the European Union. It is headquartered in Brussels, a city sometimes called the "capital of Europe." For it is the home of the European Commission, Council of the European Union, more than 120 international governmental organizations and 1,200 non-government institutions, including UNICEF, NATO, the World Health Organization, and 167 embassies manned by 2,500 diplomats.
In other words, Brussels is where those who shape the future of Europe come together.
Last October, we announced the acquisition of our future base in Brussels to coordinate our human rights campaigns across the entire continent. This new facility is now ready to become the launch point to take our crusade for peace in Europe to a whole new level.
And so, on September 3rd, thanks to Scientologists' support of the IAS, we will celebrate the official grand opening of our new Church of Scientology European Human Rights Office in Brussels with leaders of Europe in attendance — and with it we will embark on a new era for freedom across the entire continent.
Scientology propagandizes and black PRs individuals and nations to forward their totalitarian goals. The German government continues to keep Scientology under official observation because of the threat Scientology represents to their country's constitution.
NEW CHURCH OF SCIENTOLOGY EUROPEAN HUMAN RIGHTS OFFICE
Bringing a new era of freedom across all Europe
Brussels, Belgium — where those who shape the future of Europe come together. And so it is here we have established our new Church of Scientology European Human Rights Office, now completed and celebrating its grand opening in September.
From the front door and through every space of this office, a permanent "What Is Scientology?" exhibition is integrated into the design of the building with more than 300 feet of display panels containing 750 individual images.
Busy officials get "briefings" all day and every day. But when you show them something, it has far greater impact.
In the Human Rights Work Room, our many international accomplishments are displayed — from CCHR jailing criminal psychs to our human rights marathons across dozens of nations. And the hallways throughout the building are lined with proclamations and recognitions for Ron from cities, states and nations.
On the first floor displays present the basics of Dianetics and Scientology, and an overview of what Scientology is and what it does. Right off this area is the main conference room that will be used for meetings with officials and dignitaries. Its walls hold an extensive presentation on Ron's life and accomplishments.
On the second floor is the office of the European Human Rights Director, the coordination point for our crusade for human rights that will spread out across Europe. Adjoining this office is the press briefing room, its walls covered with hundreds of proclamations awarded to the church.
Also on the second floor is the multi-media conference center which can be set up for seminars, video presentations, workshops, briefings or large conferences.
From this new headquarters, we will drive forward our human rights and public information campaigns across Europe.

A NEW BEGINNING FOR A DYING CIVILIZATION
Ms. Karen Hollander then spoke: "We are advancing against conditions in society with Ron's tech, extending our influence through the [continued on page 43] growing network of drug rehabilitation centers, schools, prisons and countless other groups and organizations."
She covered our major inroads "at the top."
First she covered South Africa, where Freedom Medal Winner Greg Capazorio introduced the Criminon Program to the Johannesburg prison system, including the nation's largest facility — and previously the most violent: Leeuwkop Maximum Security Prison. Since the introduction of Ron's tech there, guards no longer carry weapons and prison yard violence has reduced to virtually nothing. In fact, the Federal Ministry of Correctional Services officials consider our Criminon representatives as their "major partner" in improving the system. But there's more. On March 14, 2003, the Director of Leeuwkop Maximum cut the ribbon at the new L. Ron Hubbard Library for Human Rights, a permanent facility at Leeuwkop for training correction officers in Ron's technology!
Also crucial to the well-being of this planet is the moral repair that follows from The Way to Happiness. In Venezuela, where political strikes, coups and civil unrest regularly disrupt lives, an IAS member teamed up with fellow Scientologists and got The Way to Happiness into over forty schools, formed nine Way to Happiness chapters from Maracaibo to Margarita Island, and distributed tens of thousands of booklets sponsored by companies and organizations throughout Venezuela. They ignited grass roots interest all the way to the highest levels of the country. One of the nation's most prominent business leaders took The Way to Happiness right to the floor of the Venezuela National Assembly, presenting each legislator his own copy. His message was carried nationally on television, and internationally on CNN to more than 25 million people.
"There is, however, a societal ruin that even undercuts drugs, crime and immorality," said Ms. Hollander. "Because in order to apply the technology to handle any of them, one must be able to comprehend. Which, of course, brings us to the subject of literacy and education. It's a field that has been so willfully and deliberately wrecked, illiteracy now affects billions."
Continuing, Ms. Hollander stated that in order to get Ron's study tech in, we go directly to the educators themselves, for they are, in the main, people who genuinely want to teach and want their students to acquire the tools for learning.
But to crack the education crisis worldwide, Ms. Hollander pointed out, "requires a stable base for the emanation of study technology on a global scale, a place where we can train those who go cuit and inject that tech into society at all levels. A base from which we can change the course of the culture and create a new and literate civilization on Earth."

And that stable base is Applied Scholastics International Spanish Lake in St. Louis, Missouri.
It was first announced in October 2001 as the future home of Applied Scholastics International, the next "generation plant" in our planetary salvage crusade. It is now a reality, our base for the most extensive training and dissemination of Ron's study tech ever.
On the facing page are photographs and a short tour through the spectacular new facility.
It is from this new launch pad we will spearhead a planetary assault on illiteracy.
